缅甸政府驳斥了关于该国支持朝鲜核计划的传言。吴登盛总统在缅甸首都内比都会晤来访的联邦德国发展援助部长尼贝尔时强调,缅甸遵守制裁朝鲜的规定。吴登盛指出,缅甸原本就缺乏资金开发核能,因此,只依靠本国化石能源。会晤的参加者认为,吴登盛总统的这一表态可被视为缅甸将允许国际原子能机构观察员入境检查、澄清相关疑问的一个信号。美国对缅甸可能支持朝鲜核计划的传闻曾一再表示忧虑。华盛顿政府将在多大程度上放宽对缅甸的制裁同相关问题的澄清程度相挂钩。鉴于美国的制裁包括金融领域,因此,美国的制裁比之欧洲更为严厉。
