First, let's take a closer look at the re-elected president. Horst Köhler has become one of Germany's most popular figures during his first period in office. Unlike most other German presidents, the former head of the International Monetary Fund isn't a career politician. And that may explain why he's sought much of his support from normal voters rather than from politicians.
