After the failure of the Copenhagen climate summit six months ago, many commentators say negotiators are more likely to take a realistic step by step approach. The economic crisis has also made it more difficult because politicians are concentrating on reducing their debt burden. But a new report from the EU commission says the global slowdown has actually made reducing emissions more affordable.
