UN Security Council failed to reach agreement in the case of North Korea's attempt to launch a rocket

On his last stop before Turkey, in Prague, President Obama was confronted with news of North Korea's attempt to launch a rocket just as he was preparing to call for a nuclear-free world. He used that speech to call for action to ensure rules are enforced and breaches punished. But although the UN Security Council met for three hours last night, it failed to reach agreement on how to respond to the North Korean rocket launch.
