The European Union has urged Israel to share Jerusalem with the Palestinians and to make the city the capital of two states. EU foreign ministers said genuine peace needed the resolution of the status of Jerusalem through negotiation. Their statement also rejected Israel's annexation of the eastern half of the city, saying the EU would "not recognise any changes to the pre-1967 borders other than those agreed by both parties". Both Israel and the Palestinians have given the EU statement a cautious welcome.
