The European Union has called crisis talks with officials from Russia and Ukraine in a bid to resolve a conflict which has severly curtailed gas supplies to Europe. In the midst of a bitter cold spell, Slovakia and Romania have declared states of energy emergency and Bulgaria has ordered gas rationing for industry.
