Serbia has officially applied for EU membership. EU officials have welcomed the move as a new beginning for Serbia and offered itcloser trade ties as well as budgetary support -- despite the fact that Serbia has yet to fulfill what has long been considered a crucial precondition for EU membership: the arrest of war crimes suspect Ratko Mladic.
