Georgia's election commission has declared Mikhail Saakashvili the winner of this weekend's presidential election. However, despite the announcement, the commission said the results were not yet official. The Commission President says this is due to the fact that some districts have only been able to phone in ballot results due to heavy snow. The opposition says it doesn't believe Saakashvili has an outright majority and wants a run-off election. OSCE observers however, say the poll was in line with most international standards. +++SYN-MAZ+++
