The new treaty would CHANGE rather than REPLACE existing EU treaties. Some countries, including Britain says this means there is no need for a referendum on the new document. British prime minster Gordon Brown, for example, has said he will pass the treaty through parliament WITHOUT consulting the british people. Opposition politicians say he is afraid people in britain would reject the treaty. Some polls suggest the majority of people in britain favour a referendum. As we report one group has decided to take matters into their own hands.
