That's according to Defence Minister Karl-Theodor zu Guttenberg, whose comments echoed statements made by former President Horst Koehler. Kohler's comments sparked controversy and ultimately led to his resignation. On Thursday Guttenberg made his case for an expanded role for the Bundeswehr before parliament to a very mixed reception.
