# Germany’s armed forces are in need of an overhaul and the country's civilian defence administration is inefficient. Those are the findings of an expert panel backed by Defence Minister Karl-Theodor zu Guttenberg. Recommendations include slashing troop numbers by more than 25 percent and discontinuing compulsory service.
