German justice minister Brigitte Zypries has proposed a new set of legal measures aimed at preventing terrorist attacks. She's the latest member of Chancellor Merkel's cabinet to voice concern about the terrorist threat in Germany. Introducing her proposals in Berlin on Tuesday, the minister said anyone who makes preparations for an attack or displays that intention in visiting a terrorist training camp should be imprisoned. She also proposes jail sentences for those who promote or distribute bomb-making instructions.
