Europe Sends Observers to Ukraine

Germany and Britain said Tuesday they would be sending 100 observers each to the Organization for Security and Cooperation’s December mission to Ukraine. German Foreign Minister Joschka Fischer told the transatlantic, pan-European OSCE session that the outcome in the Ukrainian election must reflect the "will of the majority of the people." British delegate Baroness Simons said the 55-member OSCE has "never been more important and more relevant" since it is "on the side of the people of Ukraine who want free and fair elections." Meanwhile the United States and Russia continued to clash over whether the West is meddling in Ukraine with election monitoring or helping democracy in the former communist state.
