The EU foreign policy chief Javier Solana is due to fly to the Middle East today in an effort to push forward the peace process. On Sunday European Union foreign ministers urged Palestinians factions to overcome their differences. They said reconcilliation between Hamas in the Gaza Strip and Fatah in the West Bank was fundamental for progress. The German foreign minister had concrete proposals to end arms smuggling into Gaza - a key Israeli demand.
