Divided Opinion: Should weapons be sent to Syrian rebels?

Syria has been riven by civil war for two years now. In the European Union, opinion is divided about whether it would be better to arm the rebels or intensify sanctions. France and England are in favor of supplying weapons. Germany is opposed - though in other instances the country is a major weapons exporter.
