Can money solve a problem like migration to the EU?

The President of the European Commission, José Manuel Barroso, has promised a maximum of 30 million Euros more this year to help deal with Italy's illegal immigrant crisis. But with more boats arriving almost every day, is this really enough? Frontex is the organization charged with maintaining Europe's borders, including the Mediterranean.
