It seems like it was over before it even began. Before the EU budget summit this week, leaders didn't seem hopeful that they'd come to an agreement on the budget for the next 7-years. And sure enough - they didn't. This time the battle lines have been firmly drawn - with neither side seeming willing to budge. On the one hand there are countries that don't want to give up their funding from the E-U. And on the other - are some of the biggest contributors to the budget that want to reign in spending. The most vocal of all - has been Britian.
